Tom Sanford serves as a key Stormwater Project Manager at Bancroft Construction Services. As an experienced Watershed Scientist, he specializes in surface water and groundwater resource management, with expertise in water quality data collection, analysis, and interpretation.
Tom designs and implements monitoring programs that assess long-term trends, BMP effectiveness, and pollutant source impacts to groundwater, surface water, and aquatic resources. He has comprehensive knowledge of water quality permitting programs including Waste Discharge Requirements, MS4 permits (Phase I and Phase II), and Construction and Industrial General Permits (CGP and IGP).
He is a qualified SWPPP Practitioner/Developer (QSP/D), industrial SWPPP practitioner (QISP), and is a Certified Professional in Erosion and Sediment Control (CPESC). Tom provides regulatory support to help clients navigate complex compliance requirements and develop effective water quality management strategies.
Tom holds a Master of Science in Forestry Sciences and a Bachelor of Science in Forestry and Natural Resource Management, both from California Polytechnic State University, San Luis Obispo.
