Santa Barbara Restoration

End Client: Southern California Edison

Location:  Santa Barbara County, California

Dates: November 2020 - Present


Bancroft Construction Services has served as the on-call remediation contractor for a complex restoration project in Santa Barbara County addressing environmental impacts from unauthorized maintenance activities on steep canyon access roads requiring multi-agency regulatory coordination. Operating under a Risk Level 3 Storm Water Pollution Prevention Plan, our team provided comprehensive environmental remediation and compliance services to Southern California Edison, including on-call site clean-up, initial stabilization through hydroseeding applications, development and implementation of a winterization plan to protect slopes during storm events, and final stabilization measures to achieve permit closure. We coordinated closely with multiple regulatory agencies including the California Department of Fish and Wildlife and the Regional Water Quality Control Board to secure approvals for all BMP installations on the challenging steep-slope terrain. Bancroft supported projects requiring compliance with Environmental Requirements Documents (ERDs), Clean Water Act permits, and agency-specific avoidance and minimization measures applicable to work in and near surface waters, ephemeral drainages, and riparian features. Services included pre-construction surveys and clearances, active construction monitoring, and post-activity compliance documentation. Field teams were staffed with Construction Lead Monitors, qualified biologists, waters specialists, and stormwater professionals and they conducted regular site inspections, performing stormwater monitoring and sampling, and maintaining erosion and sediment control BMPs throughout all phases of restoration to ensure strict compliance with local requirements, successfully stabilizing the environmentally sensitive canyon access corridor while protecting downstream water quality and aquatic resources.
